Digital transformations to ensure civil protection and post-war economic recovery in the face of environmental and social challenges

At the beginning of 2024, it became known that the project of young scientists “Digital transformations to ensure civil protection and post-war economic recovery in the face of environmental and social challenges,” under the leadership of Kubatko Oleksandr, was selected competitively for funding from the general fund of the state budget of Ukraine.
The project scored 87 out of 100 possible points (passing score: 78). The core of the project team comprises teachers and graduate students from the Department of Economics, Entrepreneurship and Business Administration.

In December 2024, the 1st stage of the research project “Digital transformations to ensure civil protection and post-war economic recovery in the face of environmental and social challenges,” led by Kubatko Oleksandr, was completed. Based on the results of the research in 2024, 20 scientific articles were published, including 4 articles in journals indexed by Scopus and/or WoS (2 articles in journals from Q2 quartiles), 16 articles in professional publications, 3 publications in conference proceedings (2 of which are indexed by Scopus and/or WoS). 1 author’s certificate received. During the implementation of the research, the following scientific results were obtained:

  1. Methodology for assessing and forecasting the impact of digital transformations on the processes of ensuring civil protection and restoring the national economy after the war in conditions of environmental and social challenges, by assessing the integrated digital resilience index.
  2. A set of macroeconomic dynamic models based on DEA-estimation and the Malmquist index, which take into account modern trends related to Industry 4.0 and artificial intelligence technologies, which are key factors in the modernization of the economy.
  3. Methodology for assessing the state of development of ecological and economic systems and civil security (physical, psychological, economic and cybersecurity) based on the implementation of artificial intelligence technologies.
  4. DSGE-assessment of the economic effects of Industry 4.0 technologies and artificial intelligence on macroeconomic development.

 

In December 2025, the 2nd stage of the research was completed. According to the results of the research in 2025, 18 scientific articles were published, including 4 articles in journals indexed by the Scopus database (3 of which in journals from the Q1-Q2 quartiles), 14 articles in professional publications of Ukraine of category B; 1 publication in conference proceedings indexed by the Scopus database; 1 monograph in a domestic publishing house in Ukrainian; 1 section of the monograph published in a foreign publication in the official languages ​​of the EU (in English); 1 textbook. An application was submitted, and 1 author’s certificate was received. The researchers defended 1 dissertation for the degree of Doctor of Philosophy (Candidate of Economic Sciences). During the research, the following scientific results were obtained:

  1. Data on the testing of the methodology for assessing the state of development of ecological and economic systems and civil security based on the implementation of artificial intelligence technologies.
  2. Data on the testing of the methodology for assessing the impact of digital transformations on the processes of ensuring civil protection and post-war restoration of the national economy in the face of environmental and social challenges.
  3. Concept and applied recommendations for the implementation of attributes of the new economy (artificial intelligence, Internet of Things, digital platforms) in the system of civil protection and post-war restoration of national economic systems.

 

In February 2026, the final stage of the research began. The team of researchers is working on the tasks set.
